Battles would be alot longer and more personal, so probably instead of you just switching to battle map and campaign map when the battle starts/ends, you could just pause and 'zoom out' of the battle to handle your nation, order armies around on the large scale before going back to the main conflict.

You don't see many RTS's having two whole different battle systems, and not just thrown together shoddy ones, good ones.
